About Millard McElwee

As Vice President of Strategy and Operations at McCoy Group, I lead infrastructure improvement projects across Southeast Louisiana. McCoy Group is a licensed highway, street, and bridge contractor delivering concrete, drainage, and mid-scale civil infrastructure projects for public and institutional clients. I manage operations under one of Jefferson Parish’s two-year infrastructure contracts, coordinating about 1,600 annual work orders—sidewalk, driveway, ADA, and drainage restorations—often following water or sewer line repairs.McCoy Group’s portfolio also includes drainage upgrades in East Baton Rouge, emergency storm drain repairs in St. Tammany Parish, and campus drainage improvements for Tangipahoa Parish Schools. Through these projects, we’ve improved local flood resilience, reduced work-order turnaround time by more than 25 percent, and maintained a zero lost-time incident record since inception.My work also strengthens McCoy Group’s long-term capacity through vertical integration, research collaboration, and workforce advancement.
