Navy Civil Engineer Corps Officer who is also certified as a professional acquisition (contracting) specialist by the Department of the Navy. Prior responsibilities include: facility maintenance, construction, and program management; utility maintenance and repair; water & wastewater treatment plant operation and maintenance; and fire protection services for large government facilities. Professional consulting knowledge includes more than 20 year’s experience in the identification of maintenance issues and failures at a wide variety of government and commercial facilities throughout the United States.Forensic investigations have included: electrical failure determinations; fire origin and cause; product defects; structural defects; storm water damage analysis, and mold & mildew causations. Led construction teams, using a variety of specifications and standards in: North America; Europe; East Africa; Southwest Asia; disaster recovery operations in Homestead Florida after Hurricane Andrew; commercial facility restoration in Northwest Florida after Hurricane Ivan. Previous speaking engagement includes state-wide and regional professional training seminars on construction and engineering contracting and law.
