    Special Assistant to the Director of Wallops Flight Facility (WFF) and is responsible for a variety of activities in support of achieving the Directorate\'s long-range plans. Assists in review of Directorate capabilities and policies, and makes recommendations to NASA management regarding the extent to which NASA support, facilities and services will be provided to meet program requirements. Develops long range plans for supporting NASA, commercial, tenant and other user programs. Continuously reviews programs and allocation of resources relative to present and future programs, projects and functions and recommends adjustments where warranted. Develops and implements short and long-term strategic plans, renewing and extending WFF facilities and capabilities and monitoring progress towards goals identified in those plans and is responsible for the integration of WFF suborbital projects and launch activities. Participates in the implementation of technology policy and procedures for accommodating NASA programs and commercial, tenant, and other users of services and facilities under control of Directorate. Participates in establishment of policies that seek to promote safe and efficient use of NASA resources. Maintains liaison with foreign government representatives, government agencies, tenants such as Navy, NOAA, Coast Guard and others. Assures risks to NASA programs and facilities are minimized and responses to user requests are timely and accurate. Develops labor/cost estimates for new programs and user support agreements. Coordinates/defends cost/manpower estimates with Resources Office and others. Reviews, recommends for approval, and is responsible for Directorate commitments and agreements involving WFF resources and negotiation/preparation of new and revised support commitments. Develops long range plans to identify requirements for supporting NASA programs and commercial, tenant and other user programs at WFF.
