ABOUT MICHAEL CLARKE

My work in behavioral health began long before I stepped into executive leadership. For more than eleven years, I’ve been studying how severe mental illness moves through the system, where people lose stability, and what it actually takes to keep them connected to care. That long view shaped the wraparound care models I’ve developed, which provide predictable, cost-effective support across the full continuum of care and give adults and youth with SMI a realistic way to step down without losing ground.Through my expeirences, I learned how fragile systems are when they are built on assumptions instead of reality. I learned how policy behaves when it meets actual caseloads and human complexity. And I learned to design programs that are structurally sound, financially responsible, and resilient under Medicaid.My leadership style is simple. I focus on understanding the entire current and guiding it in a direction that supports the people we serve. I respect institutional rules and the legal frameworks that govern care. I understand policy beyond its language. I understand how it works in practice. That is what allows me to build programs and facilities that function in the real world rather than in theory.As a founder and the COO of Emerald City Behavioral Health, I now design and scale full continuums of care across Washington State. This includes youth psychiatric and co-occurring treatment, residential care, Intensive Residential Treatment, Enhanced Services Facilities, outpatient psychiatry, and new models that strengthen long-term stabilization. Every piece is built to integrate with the others. Nothing stands alone. The goal is a system that holds people rather than shuffles them through disconnected services.My skill set is a product of years spent watching, learning, refining, and rebuilding when necessary. It comes from experience, both good and hard-earned. It comes from studying SMI not just clinically, but structurally. And it comes from a deep belief that the behavioral health system can be rebuilt to serve people with more dignity, more stability, and more clarity.I’m building something that goes beyond a single program or facility. I’m building a model that can scale across communities and states. And I’m building it with the same steady philosophy that has guided me from the beginning: stay close to the work, stay close to the people, and create systems that last.
