ABOUT MIKE STAPLETON-CHAMBERS

As an experienced public sector leader, I currently serve as Head of Service for Delivering Better Value (DBV) in SEND at Halton Borough Council. I bring a systems-thinking approach to organisational transformation, leading multi-agency collaboration, financial sustainability initiatives, and inclusive improvement for children and young people with SEND. In my current role I have led a program that has indicatively saved £4 million in the last two year sand a forecasted £9 million more over the next 5 years. My leadership is grounded in strategic programme delivery, service commissioning, and impactful stakeholder engagement — from Whitehall to local parent-carer forums. Previously, I served in the Royal Air Force, bringing operational discipline and a values-based approach to civilian leadership roles.Having completed a Level 7 qualification in Leadership & Management, I apply high-level analytical, organisational, and change‑management skills to complex educational challenges. I am passionate about inclusion, emotionally informed practice, and ensuring that schools feel empowered to deliver the very best for children, young people, and families.
