About Mike Shelby

I have been with NOAA since 1990 and am currently the deputy Communications Director for NOAA\'s Ocean Service and sit within the Communications and Outreach Division. My work at NOAA began as a Physical Scientist working with Geographic Information Systems (GIS), mapping, and Information Management Systems (IMS) to support state, and coastal resource managers. My interest in IT evolved from helping set up the first local area network for our office and later our first file server. I changed positions to become an IT Specialist where I managed three IBM RISC servers running AIX. My attention turned to multimedia educational desktop systems using Macromedia Director. In 1997 I assisted in developing \'Turning the Tide, America\'s Coasts at a Crossroads\'. I went on to produce 4 additional CD-ROM titles becoming proficient in the use of Macromedia Director.My attention turned to the World Wide Web and assisted in the development of the State of the Coast Web site. In 2001 the Ocean Explorer (OE) website debuted (http://oceanexplorer.noaa.gov). I went from supporting this website to managing it from 2004 to 2005. In 2005 I became the OE Web site, program manager. As a Supervisory Communications Specialist, today I manage the NOAA Video Studio and the Ocean Today program. The NOAA Studio is a six-room facility located on the 9th floor of SSMC4 in Silver Spring, MD. Completed on March 8, 2018, the overall footprint is 1389 sq. ft. with all rooms soundproofed. The studio offers an audio room, a producer\'s area, and a studio with multiple sets. The latest addition is the ability to go live to media outlets utilizing the TVU hardware and software platform as well as sending the studio feed to any web meeting platform.The Ocean Today program began in March of 2005, when I was presented with an opportunity to be involved with the National Museum of Natural History\'s Sant Ocean Hall exhibit. The opportunity was to design an interactive kiosk on ocean news and information and be the project manager. I, along with my team worked to understand good kiosk design and, in the fall of 2005, chose enVision (https://contentinterface.com) as the development platform that drives the Ocean Today kiosk today. Ocean Today (http://oceantoday.noaa.gov) is currently in 42 locations around the country, including Mexico, Canada and the UK.     I am a supervisor within the Communications and Education Division of the National Ocean Service, a line office of NOAA. I am the Program Manager for Ocean Today & the NOAA TV Studio, responsible for the day-to-day operations. As a Contracting Officer Representative (COR) and Government credit card holder, I support and assist my division, office and the two NOAA level programs, meet yearly objectives.I will continue to bring my nearly 31 years of IT perspectives and experience to this position. I look forward to helping my colleagues of the National Ocean Service and NOAA address the environmental challenges ahead.
