About Miguel de Serpa Soares
With over 20 years of experience in legal affairs, I am passionate about advancing the rule of law, human rights, and international cooperation. As the Under-Secretary-General for Legal Affairs and the Legal Counsel of the United Nations, I lead the Office of Legal Affairs and provide legal advice to the Secretary-General, the principal organs, and the entities of the UN system. I am committed to promoting the values and principles of the UN Charter and fostering a culture of accountability, transparency, and integrity within the organization. I bring diverse perspectives and experiences to the team, having worked in different legal domains and regions, and having studied and spoken multiple languages. In my current role, I have been involved in various legal issues and initiatives that affect the UN and the international community. Some of the topics include the implementation of the 2030 Agenda for Sustainable Development, the response to the COVID-19 pandemic, the protection of civilians and peacekeepers, the prevention of sexual exploitation and abuse, the reform of the UN management and peace and security architecture, the settlement of disputes involving the UN, and the development of new legal instruments and frameworks. I have also supported the Secretary-General in his diplomatic and advocacy efforts. I had the pleasure of servicing the diplomatic conference that adopted the new international treaty for the high Seas in 2023 and I\'m also the focal point of UN Oceans. I have applied my skills in public international law, legal issues, and admitted to practice to contribute to the effective and efficient functioning of the UN and the delivery of its mandates.
