Create and lead the global consortium of international organizations, countries, stakeholders, and experts to support criminal justice, public health, and community service multi-system initiatives.• Support the global development and implementation of alternatives to incarceration, including deflection, diversion, and reentry, for persons with substance use disorders in contact with the justice system.• Serve as a subject matter expert to the Colombo Plan’s Drug Advisory Programme (CPDAP) and the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), with a focus on alternatives to incarceration and related drug supply and demand reduction in the criminal justice system.• A project of the Colombo Plan funded by INL.
