Direct the management and oversight of all County emergency management programs across the full disaster cycle – mitigation, preparedness, response and recovery. Authors, maintains and executes the County Comprehensive Emergency Management Plan, County Continuity of Government Plan, County Terrorism Plan, County All Hazard Response Framework and other specific Response Annexes. Supervise staff management functions including hiring, training, assigning work and leading all personnel within the Emergency Management Division. Evaluates and recommends policies, procedures and methods to increase the efficiency and effectiveness of the Emergency Management Division. Responsible for the delivery and approval of all FEMA, FDEM and local incident command and emergency management training programs for the County. Identifies federal and state sources of financial assistance and grants, and leads application efforts. Maintains the readiness capability of the Okaloosa County Emergency Operations Center for natural and technological disasters and other factors that may affect public welfare and safety. Supervises, conducts and evaluates damage assessments of incidents. Coordinates multi-agency responses to incidents. Provides technical assistance and logistical support for hazardous materials incidents. Maintains daily communications with federal, state and municipal partners, volunteers, community service and response agencies. Serves as the County official responsible for all aspects of the FEMA Disaster Declaration process for Public Assistance and Individual Assistance including all categories of work completed and actions taken to return the County to a pre-disaster condition. Manage Serve on working groups and committees including the FDLE Regional Domestic Security Task Force, Regional Emergency Preparedness Committee, Local Mitigation Strategy Committee, Florida Emergency Preparedness Association EM Directors Working Group and County COAD.
