Mr. Miller has over 27 years of progressively challenging Civil Engineering, Construction and Project Management experience. This experience involves both public and private clients, and includes urban, residential, rural, commercial, industrial, Oil and Gas, Mining, Chemical plants and international projects involving civil design, construction, project controls and public relations. Additionally, Mr. Miller has many years of Information Technology Systems Specialist experience while integrating computing technologies into traditional Engineering methodologies. His expertise covers many levels of project responsibility including project management, interpretation of contract specifications and drawings, contract management, documentation of as-built configurations, engineering analysis, preparation of E.P.C.M. deliverables, management of change (MOC), presentation of recommendations/results, and construction oversight and inspection. He has supervised technical design staff and fieldwork performed by other professionals during project construction: including surveyors, superintendents, contractors, construction tradesmen, equipment operators, and laborers. Additional experience includes scheduling, estimating, budget analysis and management, inspection for conformance to specifications and drawings, and quantity verification for payment. Additionally, he has observed construction practices for bridges, structural steel, roads, earthworks, boring, trenching, piling, concrete foundations, concrete water retaining structures, lined ponds, OGC-drainage facilities and electrical utilities. He has a valid US passport. He has work or travel experience in Thailand, UAE, Brazil, Chile, Peru, Argentina, Uruguay, Singapore, Cambodia, Vietnam, Malaysia, Japan, South Korea, Sweden, Denmark, Mexico and much of the United States and Canada. He has excellent inter-cultural communication skills and basic foreign language skills in Spanish and Thai and is well versed in cross-cultural communications.

1. Civil Structural Lead Engineer

   Air Products

   Dec 2023 — Present · Houston, TX, US

   Civil and Structural Lead Engineer and Owner’s Representative for Air Products and Chemicals Hydrogen and Ammonia Plant Houston & Baton Rogue (2023-Current): Mr. Miller was contracted as an Owner’s Engineer for 3rd party CSA deliverables on a new 7.5B Hydrogen and Ammonia chemical plant along the Mississippi River near Baton Rouge, LA. Mr. Miller’s scope took over partially into the FEED/FEL2 stages and included managing Worley’s Houston EPC Civil and Structural scopes which includes all Common Utilities and Buildings as well as 4 process blocks on the roughly 600-acre project site. The in-scope blocks included Power Generation with 2 steam turbine generation (STG) plants with boilers and cooling tower, a water treatment block, a wastewater treatment block and a common block with NG compressors and water de-mineralization equipment as well as a substation and buildings including a large central control building and a separate buildings campus center with warehouses, admin building, security/safety building and guard houses etc. Other deliverables being managed by Mr. Miller include Sanitary treatment systems & permitting, Basis of Design documents as well as bid, estimating and MTO support. Mr. Miller successfully eliminated a planned underground storm sewer system from FEED at a saving of 500k+ dollars. This project was in both SI and US customary units (international teams and procurement). Worley EPC deliverables, the Air Products internal deliverables are executed by Engineering centers in the US, India and China.
