About Michael Barbier

My experience in Public Works, Consulting, and City Council has given me a 360 degree view of local government. I have solved many problems in a variety of different contexts and am able to transfer learnings from one area to another. Who I am:As an individual, I am a pragmatic analytical problem solver who takes pride in applying common sense before elaborate formulas. I balance inter-dependencies, idiosyncrasies, and political realities to find practical solutions. As a teammate, I am reliable, supportive, and collaborative. I know my role within the team and not only make sure that I deliver on my portion, but that collectively we are achieving the end result. As a leader, I work to understand multiple points of view in order to holistically understand the issue at hand and get everyone on the same page. I focus on communication and organization to effectively march us towards our goal(s).    Supervising the Village\'s Engineering, Facilities, and Fleet Maintenance Operations.Directly supervision of 2 direct reports and 3 indirect reports.Collaborate with staff in the development of a Five-year Capital Improvement Program, manage reviews of engineering plans and proposals by in-house personnel and consultants; monitors work and supervises construction projects related to implementing the plan.Assisting in the day-to-day operations of the Public Works department including project planning, human resources, budget preparation and monitoring, risk management, contract management and service integration.Supervise a Village-wide vehicle and equipment replacement and life-cycle analysis program. In collaboration with staff, review, analyze and make recommendations regarding Village fleet vehicles and equipment, operations, and maintenance activities. Oversee vehicle disposition recommendations and the coordination of online auction/sales.Oversee the development and implementation of policies, procedures and practices in the Facilities and Fleet Services Division; finalize and submit annual budget for all fleet operations. Supervise the preparation of vehicle and equipment specifications; review bid documents and recommend bid awards; coordinate purchases.Administer Village’s NPDES permit and execute required annual activities, prepare annual report, prepare application for new permit before expiration of existing permit.Administer National Flood Insurance Program requirements for floodplain developments. Interpret Letters of Map Change (LOMC), approve requests for LOMC, monitor repetitive loss properties, review floodplain projects for substantial improvement. Administer Village participation in Community Rating System floodplain program.
