ABOUT MICHAEL PHELAN

Practicing emergency medicine at Cleveland Clinic, a tertiary referral medical center in Cleveland, Ohio has allowed me to explore my academic interests specifically safety, quality, value, social determinants of care and healthcare policy as they relate to emergency medicine. My interest in quality and patient safety has lead me to help develop measures of quality of Emergency Department(ED) patient care gaining valuable experience in formulating national emergency department performance measures, especially surrounding emergency airway management and ED lab waste. Through this work we built an emergency airway registry to help track patients who require emergency airway management as well as developed an NQF measure on ED lab sample hemolysis. Working with our ED nursing and Lab partners we worked on improving quality of ED lab samples(reduced hemolysis) as well as on issues around ordering and appropriate utilization labs tests. As part of the Northern Ohio Trauma System (NOTS) we developed protocols and addressed quality concerns around regionalized trauma care in our community. Being an actively practicing emergency medicine physician allows me to speak to day-to-day patient safety and quality issues that occur at the front lines of emergency care. This helps me inform health care policy leaders on what acute unscheduled emergency patients and their care providers are concerned about and what issues need to be better addressed especially regarding quality and patient safety.
