RELEVANT EXPERIENCEMichael Martin has approximately 15 years of leadership, consultation, and grants management experience in disaster recovery. This encompasses FEMA disaster recovery programs: Individual Assistance (IA) and Public Assistance (PA). He has worked on or supported administering 10 major disaster declarations since 2008. As a seasoned expert in disaster recovery, he has been specifically involved with the most pertinent and impactful disasters in the Louisiana Gulf Coast region (2005 – 2021) and the east coast (specifically Super Storm Sandy, 2013). Currently, he serves the state of Louisiana by providing disaster management consulting services to the Louisiana Office of Risk Management (ORM). Mr. Martin possesses extensive experience working directly with or for state government emergency management personnel and frequent communication with federal agency officials, while monitoring grant processes, grant administration, project development and providing technical support. He understands the step-by-step processes involved in grant application beginning at project formulation through project/disaster closeout.PROJECT EXPERIENCEAs Manager, Mr. Martin’s duties included management of project specialists, oversight and reporting of financial activities on disaster recovery claims. He also participates in FEMA PA grants management and project formulation activities on ORM project worksheets. Mr. Martin is immersed in a fast-paced environment, adjusting priorities as needed. He’s responsible for managing over $20 Million in eligible damages. Oversees and reports to ORM on approximately $170 Million in FEMA public assistance obligated projects.
