As a patent-holding systems engineer with a history of building teams from the ground up, working on projects recognized by the White House, and expertise spanning Non-geostationary Orbit (NGSO) satellite regulatory engineering and spectrum policy, radio frequency (RF) spectrum management/sharing, and telecommunications standards to statistical modeling, I feel comfortable in several programming languages, have a proven record modeling, analysis, backend software development, and integrating complex systems to large-scale business solutions. Portfolio includes implementing and using RF interference/coverage simulations to influence regulators with proven history of successful regulatory rule changes globally and licensing NGSO systems. Well-versed in startups, I have provided executives with robust revenue-increasing-products and have led important projects by developing product-quality radio propagation algorithms, optimized code, and pioneering simulations that commercialized 3.5 & 6 GHz spectrum sharing.     Engaged with regulators and government agencies directly to support licensing filings, inquiries, regulatory coordination and pre-launch compliance.•Built process workflows where no prior framework existed to align engineering and test team execution plans into regulatory requirements and actionable regulatory requirements. •Solely created simulations of interference (Ix) between NGSO GW/CT terminals with Fixed Service (FS) microwaves or with 5th Generation (5G) Mobile Network Operator (MNO) base station/user equipment (UE) terminals. Presented simulations and advocated for the NGSO operation before international regulators and MNOs. •Solely responsible for drafting Experimental Radio Service and Special Temporary Authority (STA) license applications with the Federal Communications Commission (FCC). Licenses included Ka/S-band satellites, earth stations, drones, other radio transmitters, and optical observatory stations.•Created Python simulation tool and facilitate using it by business teams by leveraging Artificial Intelligence (AI)- Claude - to develop a Graphical User Interface (GUI) based on Python’s Streamlit library for the tool. •Performed technical analysis and prepared radio spectrum regulatory applications for international regulatory filing with agencies such as Australian Communications and Media Authority (ACMA), Greece’s Hellenic Telecommunications & Post Commission (EETT), India’s Ministry of Communications, Japan’s MIC, Vietnam Telecommunications Authority (VTNA) and New Zealand’s Radio Spectrum Management (RSM) for gateway/CT/satellite/landing rights. •Created an algorithm & implemented it in python to aggregate downlink Equivalent PFD (EPFD) of arbitrary number of NGSO constellations. The code reads & discretely convolved ITU-submitted EPFDs implemented as coefficients of difference equation to expedite runtime.•Implemented a Brazil Python solution merging the State Dept & Territorial Sea databases without intersection holes.
