ABOUT MICHAEL MIKE BROADLEY
As a senior fire officer with over 23 years’ service across the Defence Fire and Rescue Service and UK Local Authority Fire and Rescue Service, I bring extensive operational, technical and strategic leadership experience. My career has included operational command, fire investigation, procurement and organisational leadership, with a consistent focus on improving operational capability, driving innovation and supporting positive cultural change across complex operational environments.I currently lead research, development and procurement for firefighter uniform, PPE and operational equipment. This work ensures firefighters and staff are equipped with the highest levels of protection and capability, while delivering value for money, sustainability and compliance with national standards. My approach is rooted in evidence-based decision making and aligns closely with National Fire Chiefs Council guidance, Fire Standards and HMICFRS priorities.Key areas of experience include strategic procurement and tendering, development of operational PPE and equipment, fire investigation in partnership with police and forensic services, and cross-service collaboration to support regional efficiency and resilience. I am also a strong advocate for inclusion, veterans’ support and recognising the value of neurodiversity within the fire and rescue service.Alongside my core responsibilities, I maintain a strong professional interest in strengthening specialist operational capability, particularly in relation to Marauding Terrorist Attack response, Urban Search and Rescue, flood response and rope rescue. As a Fellow of the Institution of Fire Engineers and Vice Chair of the Armed Forces Network, I remain committed to supporting the continued development of the fire and rescue sector and those who serve within it. I have presented internationally to the European Fire Chiefs Council, nationally to fire investigators and most recently at the PCIAW conference in London.Outside of work I remain actively involved in charitable and community initiatives supporting veterans, emergency service personnel and inclusive community programmes.Charitable work The Elektric Apple Theatre Company Tri 4 Life Liverpool HeartbeatProfessional affiliations• Vice Chair – Armed Forces Network• Fellow – Institution of Fire Engineers• Freeman – Worshipful Company of Firefighters• Associate – Institute of Search and Technical Rescue
