   Serves as a key member of the senior management team for both the Kennedy Space Center and the Office of the Chief Human Capital Officer. Manages the development and administration of an extremely complex and comprehensive human resources management program. Oversees and maintains a highly qualified and motivated workforce, which is responsive to the unique and changing demands the Agency\'s mission. Executes broad program responsibilities which include leadership of workforce planning, hiring and staffing strategies, employee performance management, career and leadership development, organizational design, and Federal labor-management relations. Spearheads and as needed participates in collaborative efforts across the Agency to develop new human resources programs, initiatives, and strategies that leverage Agency resources to ensure unique and critical skills are developed and maintained by a diverse workforce in support of Agency common goals. Promotes and maintains constructive working relationships for KSC with organized labor and Federal employee organizations. DevelopsFederal labor relations policy for the Center and maintains full cognizance of Agency responsibilities under applicable laws and regulations. Responsible for all areas related to human resources management including selection of employees, assignment of duties, evaluation of employee performance, planning of employee training, and recommendation of awards, promotions, discipline and adverse actions. Achieves organizational goals and customer expectations through decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Manages human, financial, and information resources strategically to meet organizational goals and objectives. Builds coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, and international organizations to achieve common goals.
