Supervise the work of the Department in accordance with the general policies and mandates established by the City Council; develop Department goals and objectives; establish and implement administrative rules and regulations, operational procedures, and guidelines. Develop, administer, and analyze the Department’s annual operating budgets; approve and monitor expenditures in accordance with approved budgets and the City Council purchasing rules. Ensure compliance with applicable codes, laws, rules, regulations, standards, policies and procedures; initiate actions necessary to correct deviations or violations. Attend all Parks & recreation committee meetings; attend all standing committee meetings, of which the Director is a member, except when his/her own appointment, efficiency, contract, or salary is being considered; attend all applicable City meetings involving or impacting the Department. Act as liaison to various affiliated organizations, community groups, advisory committees, and government agencies, representing the Department’s interest, or delegate an appropriate employee as such. Employ, assign, train, supervise, and evaluate (or cause these tasks to be done for) all full-time, part-time, and variable hour personnel in accordance with the City’s personnel policies. Prepare and recommend immediate and long-range plans to meet community needs for open space, recreation programs, facility development, and personnel. Conduct community-wide surveys, studies, research, and technical investigations for planning purposes. Analyze the effectiveness of the Department’s parks, programs, and services. Analyze community needs, and local, state, regional, and national conditions affecting the Department. Manage the financial goals and expectations of the City Council.
