    Attorney-Advisor & Acting Assistant Deputy General Counsel (Ethics) – (GS-15), Washington, D.C. – Remote from Florida (April 2023 - present) • Provide ethics advice to employees across the Agency and globally on conflicts of interest, standards of conduct, gift limitations, official travel, and post-employment matters.• Oversee USAID’s global ethics education program (including oversight of 60 lawyers globally), designing curriculum and conducting ethics training for hundreds of incoming employees and training thousands of employees annually. • Review financial disclosure reports (450s and 278s) and conduct conflicts analyses for nearly 3,500 employees (entry-level staff to senior level and political appointees). • Advise Human Resources and Agency leadership on employment actions, disciplinary matters, and audit risks to prevent future litigation.Senior Counsel (GS-15), Washington, D.C.(January 2017 - March 2023 with break for 1 year fellowship) • Lead lawyer supporting USAID’s Conflict Prevention & Stabilization Bureau, which comprises hundreds of staff responsible for democracy and stabilization programming across the world, including the Office of Transition Initiatives (OTI)-$90 Million+ annual budget, and the Center for Conflict and Violence Prevention -$25 Million + annual budget. • Ensured legal compliance with terrorism financing/sanctions. • Advised routinely on the Foreign Assistance Act, contracts, grants administration, appropriations, Freedom of Information Act (FOIA), ethics, and risk audits, for democracy and stabilization programming across 20+ countries. • Responsible for training hundreds of USAID staff and implementing partners on compliance and legal issues.• Coordinated with the interagency on key legal and policy issues in foreign assistance matters relating to stabilization and conflict prevention.
