Serves as Research Ethics and Compliance Officer for the Army Human Research Protections Office (AHRPO) within the Office of the Surgeon General (OTSG) and provides Component level oversight of Army institutions conducting or supporting human subjects research as required by Department of Defense (DOD), Federal, and Army regulations. Leads and assists with Site Assessment Visits to evaluate Army Human Research Protection Programs (HRPP) and Institutional Review Boards (IRB) and develop corrective action plans as needed prior to the issuance or renewal of an Assurance of Compliance. Serves as a subject matter expert and resource for regulatory guidance, HRPP workflows, and external reporting requirements for unanticipated problems and allegations of noncompliance. Supports the development and implementation of Army Component human research protections policies, procedures and related guidance, in support of Army research, quality and safety, as well as research subjects’ health and welfare. Develops and delivers education and training necessary to promote safe and ethical research with human subjects conducted or supported by the Army.
