About Bill McKenna

The work I care about does not show up in a press release. It shows up when an agency can make a faster decision under degraded conditions. When a small business wins a contract it earned. When a policy mandate actually becomes a working system instead of a briefing slide. That is what I spend my time on. I am Chief Growth Officer at Trilogy Innovations, an SBA 8(a)-certified federal IT firm operating across DHS, HHS, DOJ/FBI, and DoD. My job is to close the gap between what federal policy requires and what agencies can actually buy, deploy, and depend on. That gap is where most good intentions go to die, and it is where I do my best work. I think about technology the way operators think about risk. The question is never what is the best platform. It is what does this agency need to decide or do when things go wrong, and what will slow them down. I have carried that framing across approximately 15 years of federal IT, through DHS component modernization, law enforcement IT strategy, Zero Trust and AI governance, and some of the more consequential procurements in the civilian and defense space. My capstone at George Washington University,\"Predictive AI at the Tactical Edge,\" made the case that machine learning can give emergency managers a decision window, not just an alert after the fact. That argument still shapes how I position AI in government: not as a feature demonstration, but as a reduction in the cost of being wrong. I also spent four years on the Herndon Town Council, led a debt financing strategy that looked contrarian at the time and was validated by a bond rating years later, and learned that good judgment and a long timeline are usually the same thing. West Virginia brought me here through the Ascend Program. I am building something here worth staying for. Mission First, People Always.
