About Jimmie McEver

With over 20 years of experience in policy-related modeling and analysis for national security sponsors, I am a strategic thinker, technical leader, and versatile problem solver who engages senior leaders on issues related to analysis, systems engineering, and operations in cyber-enabled and contested cyber environments. I currently lead the Cyber Capability Integration program at Johns Hopkins University Applied Physics Laboratory (JHU/APL), where I provide technical and programmatic guidance for cyber- and artificial intelligence-related activities for organizations in the Office of the Secretary of Defense and selected Combatant Commands. My core competencies include complex adaptive systems, modeling and simulation, agent-based modeling and simulation, exploratory analysis, network-centric operations, military command and control, concept development, systems engineering, complex systems engineering, and program/project management. I am well-versed in employing complex systems science, modeling and simulation, and quantitative methodologies and frameworks from various fields to gain insight into the opportunities and challenges of emerging technologies in complex national security contexts. I am a thought leader in the DoD drive toward mission-focused cyber risk assessment and management, with an emphasis on enabling operations in a contested cyber environment. I am also spearheading efforts to establish and mature an analytic ecosystem to support robust risk management and decision making on investment in and application of cyber operations capabilities and cyber resilience. My mission is to leverage my expertise and experience to help organizations, in the national security sector and beyond, achieve their strategic objectives and enhance their operational readiness in the face of evolving cyber threats and opportunities.
