Mr. Maxim Dogonkin is a Counsel at Uzbekistan-based law firm Kosta Legal and specialises in competition law and regulatory compliance with a particular focus on the oil & gas, power energy, infrastructure and pharmaceutical sectors. Maxim advises on competition and merger control issues in the context of a broad range of cross-border M&A transactions, joint ventures, financial agreements and regulatory investigations. Maxim has been recognised as the Next Generation Lawyer in Uzbekistan by the international ranking agency The Legal 500 throughout 20••••19, is a contributor to the World Bank’s Doing Business evaluation of Uzbek business law and the author of several articles on the Uzbek competition legislation. In addition to profound understanding of the Uzbek legal system, Maxim has strong working knowledge of Russian and English business law. Maxim is also a doctoral researcher at the Centre of Competition Policy of the University of East Anglia (Norwich, UK). His research interests lie in the development of competition law in the post-Soviet region (primarily, Russia and Uzbekistan); EU and UK competition law, with a particular emphasis on state aid and abuse of dominance; and transitional problems of former socialist countries. In his doctoral thesis, Maxim explores the detrimental role of industrial regulators (line ministries) and state-owned enterprises within the competition environment of post-Soviet countries. Of particular interest are institutional relations between state-owned enterprises, industrial regulators and competition authorities, which affect competition neutrality.
