Max currently serves as the Director of Engineering and Research at the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration Office of Pipeline Safety. In his role, Max works with team members who manage the pipeline safety engineering support and research functions to help advance pipeline safety. Max has over 25 years of experience in the energy industry both in the private sector and as a federal regulator.Prior roles at PHMSA included - Director, Program Development- Acting Director, Program Development- Engineering Operations Supervisor, Pipeline Engineering and Research Division - General Engineer, Engineering and Research Division- Engineering and Emergency Support- Research and Development/Program Development Prior to joining PHMSA, Max worked for over 7 years as an Electrical Engineer for the Gas Technology Institute (GTI) performing Research and Development (R&D) for Federal, Utility, and Industry sponsored projects in the areas of pipeline mapping, integrity management, damage prevention, quality control, and cathodic protection systems, and over 1 year as a Year (Y2K) Engineer consultant for SCANA/South Carolina Electric and Gas. Max graduated from the University of Pennsylvania with a Bachelor of Science in Electrical Engineering.
