Chambers-ranked regulatory attorney and compliance advisor, Maureen Jeffreys has spent her career helping telecom, content, media, and internet companies drive and respond to the global evolution of the communications industry—from the deployment of mobile networks and high-speed broadband, to the development of streaming platforms.Her career spans the dot-com boom and bust, transformative industry M&A, and unprecedented evolution in the domestic and international regulatory landscape.As a telecom regulatory expert, Maureen advances client positions before government. Examples include leading merger-related regulatory approvals for U.S. telecom companies, advising on regulatory matters related to a DOJ lawsuit, and representing a range of clients in regulatory enforcement investigations.Additionally, Maureen co-develops, drafts, implements, and oversees multi-year regulatory compliance programs, including on behalf of a multinational company. Examples include the design and implementation of a merger conditions compliance program, and the unprecedented development of a COVID-19 compliance program for a multinational corporation’s business operations and continuity for its workforce.She has advocated before the Federal Communications Commission (FCC), Department of Justice (DOJ), Department of Commerce / National Telecommunications & Information Administration (NTIA), Department of Transportation, and Capitol Hill, as well as state Public Utility Commissions and local regulators.Maureen served for nine years on Arnold & Porter’s Policy Committee (i.e, corporate board) and four years on the firm’s Compensation Committee. Additionally, she has led and participated in multiple industry and firmwide initiatives to advance women and diverse attorneys in the legal profession. Maureen holds a JD from The American University, Washington College of Law, where she served as an editor on The Law Review, and held summer associate roles for Arnold & Porter, Sidley & Austin, and Kutak Rock. She holds a bachelor of arts in journalism from The American University, School of Communications. During university, Maureen studied for a semester in Rome and served as a Congressional intern with U.S. Representative Robert Andrews (D-NJ).

   Represent start-up to Fortune 200 companies, as well as nonprofit, educational, and governmental entities—serving as strategic counsel to corporate boards, general counsels, and other C-suite executives, as well as business and operational leaders in shaping strategic growth, managing enterprise risk, advancing advocacy initiatives, and navigating sensitive matters.Experience includes serving as lead regulatory counsel on eight multinational corporate transactions since 2013, with acquisitions, mergers, spin-offs, and divestitures ranging between $500 million and $85 billion. Additionally, structuring and negotiating experience on a wide range of other agreements representing hundreds-of-millions in collective value, including joint ventures and partnerships, government consent decrees, spectrum acquisitions, and other commercial agreements.
