Appointed by Governor Glenn Youngkin as a Member of the Virginia Interagency Coordinating Council (VICC), which promotes and coordinates early intervention services for children with disabilities or developmental delays within the Commonwealth, as required by federal law. The Department of Behavioral Health and Developmental Services (DBHDS) is the lead state agency responsible for this system, and coordinates efforts between the following entities: Virginia Department of Health, Department of Education, Department for the Deaf and Hard-of-Hearing, the Department of Medical Assistance Services, the Commissioner of Social Services, the Department for the Blind and Vision Impaired, and the Bureau of Insurance within the State Corporation Commission. The VICC advises DBHDS, identifies funding sources, resolves disputes between agencies, and submits an annual report on the status of early intervention services to the Governor and the U.S. Department of Education. This term runs from October 1, 2025, to September 30, 2028. The VICC is established as an Advisory Council, within the meaning of Virginia Code § 2.2-2100, in the executive branch of state government. The membership and operation of the Council shall be as required by Part C of the Individuals with Disabilities Education Act (IDEA)(20 U.S.C. § 1431 et seq.).
