ABOUT MATTHEW MCCARTNEY
25 years’ experience as an international development advisor (World Bank, USAid. EU. UNDP), SOAS, Oxford University, and African School of Economics Professor, and researcher/ teacher in macroeconomic and human-centred aspects of development, and the economic impact of Chinese infrastructure investment in South Asia and Africa. Expertise in academic and policy debates related to economic growth, industrialisation, the role of the state and industrial policy, investment, the digital economy, big infrastructure (roads, railways), special economic zones (SEZs), the economics of urbanisation, local content and localisation of the value chain, mineral-based economies, and the resource curse.I have extensive experience in university level teaching, at undergraduate, graduate, and post-graduate levels, in every aspect, from convening, to delivering lectures, to examinations, MSc/MPhil/PhD supervising, and PhD vivas. Visiting Professor at Universities in China, Pakistan, India, Japan, South Korea, Poland, and Belgium. Civil service capacity building in areas related to general and partial equilibrium, urban policy, and tax policy, in Zambia, Saudi Arabia, Pakistan, Egypt, and Bosnia and Herzegovina.
