Lead the first Law Enforcement (LE) Policy office for the largest law enforcement Department in the Federal Government with law enforcement officers and agents in nine separate agencies. Initiate development of strategic, enterprise-wide solutions to improve, coordinate, and deconflict policies and strategy throughout DHS. Provide policy support to the Department’s leaders and LE component agencies to address critical criminal and national security challenges. Represent DHS at a National Security Council (NSC) inter-agency effort to secure the National Capital Region post the 6 January 2021 Capitol riot. Build strong coalitions and coordinate closely with Federal, State and Local LE, to enhance policy and streamline operational coordination. Conceived the DHS Law Enforcement Coordination Council (LECC), the Secretary’s forum to advance consistency and transparency for emergent LE matters. Chair the LECC Use of Force Subcommittee, comprised of all DHS LE component agencies and oversight offices, to address White House, congressional, and media scrutiny, and conduct numerous briefs with congressional staff on DHS LE matters. Develop LE reform recommendations for the Secretary, including an update and expansion of numerous policies on Use of Force, Body Worn Cameras, legislative compliance, and policies on employee misconduct. Represent DHS at the White House Domestic Policy Council (DPC) to address the Administration’s priority of law enforcement reform and lead the Department’s effort across 26 offices and agencies to implement the requirements of Executive Order 14074, Advancing Effective, Accountable Policing and Criminal Justice Practices to Enhance Public Trust and Safety.
