Exeter Associates, Inc. is an independent consulting firm located in Columbia, Maryland. Established in 1981, Exeter provides energy and economics consulting services in the areas of public utility regulation and antitrust economics. The firm maintains the highest standards in the application of economic and financial analysis to both quantitative and policy issues in the electric, natural gas, and other industries. My work at Exeter is primarily related to energy supply acquisition; bill and rate analysis; and policy design, implementation, and evaluation. Recent projects that I led or provided support include: a multi-year review of demand-side management and demand response opportunities at U.S. Army facilities throughout the country; assessments of energy storage, nuclear energy, and renewable portfolio standard policies for the state of Maryland; a comprehensive evaluation of opportunities to optimize the U.S. Army’s utility procurement practices and policies; an assessment of resource adequacy constructs in organized wholesale markets for the Consumer Advocates of the PJM States; and a comprehensive review of default electric service procurement practices on behalf of the Maine Office of the Public Advocate.
