Advise senior executives, policy, compliance and operations staff on legal and regulatory issues relating to Health Information Technology (HIT) and Health Information Exchange (HIE); pharmaceutical, government and academic research initiatives; HIPAA Standard Transaction regulations; HIPAA Privacy & Security; insurance regulation; and technology contracting. HIT/HIE: Advised on the development of Cal INDEX, an independent not-for-profit organization building a unique platform to allow providers and health plans to share data through the development of a longitudinal patient record. Advise health plans coordinating with HIEs to develop use cases for appropriate sharing of data to streamline workflow for providers and health plans. HIPAA Standard Transactions: Advise complex health plans on the implementation of standard transactions, code sets and operating rules and influence policy decisons through the regualtory process. Research: Advise research organizations on aspects of health care research including privacy, HIPAA-compliant data sharing, data de-identification and IRB processes. Advise and negotiate collaboration agreements among research organizations including health plans, pharmaceutical industry, governments and academia. HIPAA and State Privacy Regulation: Advised on HIPAA compliance and enforcement issues including development of policies and procedures, proper use and dislcosure of data, and breach response and reporting requirements
