ABOUT MATTHEW C.
I’m a health‑data and privacy attorney with a background that bridges public‑sector operations, in‑house healthcare counseling, and national privacy policy work. I started my career running full‑time data and compliance operations inside a state public‑health agency while completing law school. Today, I support a major academic medical center by conducting compliance and security assessments, providing intake and guidance on privacy, cybersecurity, and healthcare regulatory issues, drafting service agreements and privacy notices, and responses to agency complaints. My policy experience includes analyzing federal and state health‑data developments at the Future of Privacy Forum—from CMS AI‑related rules to state health‑data acts—and developing sensitive‑data transfer recommendations for life‑sciences organizations. At EPIC, I drafted Federal Register comments, supported amicus briefs through targeted Fourth Amendment research, coordinated with co‑counsel on consumer‑protection matters, and tracked FCC/OCR/FTC enforcement trends while writing on cybersecurity, AI, and privacy. I’ve also worked in industry, developing human‑in‑the‑loop GenAI governance frameworks and conducting AKS‑focused audits to strengthen compliance training and controls for a global biopharma company. Across roles, I’m drawn to work that lives at the intersection of healthcare, technology, data governance, and evolving regulatory obligations. I enjoy turning complex requirements into practical actions—whether at the operational, institutional, or policy level. If you work in healthcare, privacy, or technology governance, I’m always interested in connecting.
