I provide support to a broad range of teams to develop and embed best practice methods in project and programme delivery, assurance and reporting. I was transitioned into this role as part of a HEE-NHS England merger specifically to provide the Delivery Directorate with the project, programme, change and benefits management expertise that it previously lacked- Providing direct support to national programme teams, acting as a project, programme, change and benefits management advisor, mentor and coach to improve delivery against strategically important national milestones- Developed a ‘Delivery Toolkit’ with an ever-growing number of tools and techniques with sections separately devised to upskill and guide colleagues to better support programme teams and to embed practical project/programme delivery tools and templates for use across the organisation- Supported the development of the 2025-26 national NHS Oversight Framework, and subsequently developed the reporting mechanisms for tracking success to the NHSE board- Set up and co-chair the Benefits Management Community of Practice/Interest for all of NHS England, running regular meetings and helping to increase and spread the knowledge and use of benefits realisation practices- Continuing to develop and deliver Project/Programme and Benefits Management training courses, evolving that which I developed several years ago and also devising different versions tailored to specific audiences (e.g. a more focused executive version)- Devising a framework for all aspects of project delivery training to better standardise the internal courses, gain accreditation for attendees and assure the quality of content and delivery so that NHS England can better encourage and measure skills development at minimal cost.

ABOUT MATT BAKER DIPMGMT
Matt has a background in strategic and operational leadership, with skills that have been shaped by the very different challenges offered by a unique blend of managerial roles: twelve years in the armed forces; many years in multi-national private sector organisations; as director of a management consultancy; now in public sector trying to embed transformational change into the NHS.His first foray was within an Acute NHS Trust, seeing the challenges at the sharp end of healthcare. Here was an organisation that was some way short of established business change or benefits realisation processes. Matt therefore ‘wrote the book’: devising the frameworks and methodologies, and using them to great effect.Those successes took Matt into national NHS roles, where he applied his extensive leadership, change and benefits realisation experience to a number of strategically important national programmes, and in developing colleagues as Head of Profession. Now at HEE, Matt continues to define policy, establish frameworks and drive improvement throughout organisations.Calling on the best parts of military, commercial and public sector leadership experience, Matt is an extremely well rounded, competent and highly respected leader. He is passionate about improvement and in developing the capabilities of individuals and the organisation. He leads on (and delivers) training to many NHS bodies and has been known to guest lecture to MSc students at the University of Leeds. He is equally comfortable in defining methodologies and has personally or jointly authored a number of framework documents and papers on Change Management and Benefits Management.Outside work, Matt recently graduated with his second masters degree, so now holds an MSc in Healthcare Leadership to add to a Master of Business Administration (MBA). He is active in his local community, serving as vice-chairman of his local Royal British Legion, organising local events such as Remembrance Sunday services and sitting on a Community Fund committee that raises money for local causes.
