Matt is tasked with both the responsibility and privilege to lead the new transformational establishment and delivery of a new water service entity, incorporating an ‘in house standalone’ Water Services delivery model on behalf of Council in line with Central Government- 3 Waters reform.This role encapsulates the strategic leadership and responsibility for all aspects of 3 waters delivery from Asset Management, Capital Delivery/Design and Operations, leading a talented and experienced team of 40, prudently delivering exceptional water, wastewater and stormwater services to residents of Invercargill City and Bluff. Matt is responsible for 38% of Councils annual budgetary spend within this new Water Services entity and is also accountable for qualitative and safety based outputs across his portfolio.

Matt is an experienced and award-winning Infrastructure Executive, who has acquired over 19 years\' experience directly working within the New Zealand 3 Waters and Civil Infrastructure sector.In recent years Matt has diversified his professional skill set, to lead Procurement Teams both in New Zealand and Australia for a large global private mining giant Rio Tinto, across a diverse and complex portfolio. Matt is passionate about supporting both Iwi and Māori business, with obtaining mutually beneficial growth-development outcomes.
