ABOUT MATT LOWE
As Manager of the Innovation Lab at the Financial Conduct Authority (FCA), I lead programmes that explore how new technologies can be tested, governed, and scaled safely within financial services. I bring over a decade of experience designing and delivering complex innovation initiatives at the intersection of regulation, data, and emerging technology.My work spans the creation and operation of regulatory test environments, including the TechSprint Programme (regulatory hackathons), the Digital Sandbox, and the FCA’s AI Lab. Through these programmes, I have supported firms at different stages of maturity to develop and test technology-driven solutions, using synthetic data infrastructure to help them prototype, build, and strengthen the capabilities needed to operate, scale, and grow within the UK market.A core focus of my work is enabling responsible innovation by lowering the barriers to experimentation. By providing access to high-quality data, secure testing environments, and direct regulatory engagement, these initiatives help firms de-risk innovation, accelerate development cycles, and move more confidently from proof-of-concept to market-ready solutions.I am particularly interested in how AI and collaborative experimentation can improve regulatory outcomes while supporting sustainable growth. My aim is to enable meaningful collaboration between regulators, industry, and innovators. Not innovation for its own sake, but progress that strengthens firms and demonstrably improves how financial markets function.
