About Marvin James
Marvin James is a strategist and manager that specializes in helping clients overcome complex policy and political challenges with precisely executed aggressive, creative, and asymmetric tactics and strategies. He has advised religious institutions, large employers, labor organizations, political action committees, and candidates for local, state and federal office. He provides services that include grassroots organizing, independent expenditure campaigns, PAC direction, ethnic voter targeting, and messaging. Among other clients, Marvin serves as a senior political advisor to Mayor Brandon M. Scott of Baltimore City. Marvin is also an expert in mobilizing the advocacy, voting and fundraising power of African-Americans and Black religious institutions. As a result, he has established unparalleled relationships with federal, state and local Black elected officials and religious leaders throughout the country. In 2018, Marvin was hired by the Stacey Abrams campaign to advise and create constituency plans for seniors and religious leaders. In his various capacities, he has been a campaign manager or advisor for the following campaigns; Mayor Brandon M. Scott of Baltimore City (2020), Maryland Democratic Party Coordinated Campaign(20••••20), Stacey Abrams For Governor (2018), Georgia Demoratic Party(2018), Ivan Bates for State’s Attorney(2016), and Anthony Brown For Governor (2014). He also worked directly in organizing African-American support that contributed to victories for statewide ballot initiatives. He attended University of Baltimore where he studied and trained under Maryland’s leading authoritative on campaigns and government, former Maryland Secretary of State John T. Willis. Marvin is a proud product of the Black Pentecostal Church and resident of Baltimore City.
