ABOUT MARTIN FRY

I work on change governance and complex transformation in public sector organisations. My focus is helping teams move from uncertainty to practical delivery by combining structured project management with thoughtful stakeholder engagement. I have over 15 years’ experience delivering complex programmes and projects across multiple sectors, including local government. My work sits at the intersection of strategy, governance and implementation, ensuring that change initiatives are realistic, well-controlled and capable of delivering measurable outcomes. My experience includes: • Leading complex change and technology projects, balancing strategic objectives with operational realities • Building governance structures that support clear decision-making and responsible risk management • Working with senior stakeholders to translate organisational priorities into deliverable programmes • Managing transformation involving cloud transition, service redesign, cost efficiency and portfolio delivery • Establishing PMO practices that provide clarity, transparency and accountability I am particularly interested in how organisations make decisions under uncertainty and how governance, evidence and adoption shape the success of change initiatives. I also write about change governance, AI and decision-making in complex organisations.Much of my recent work has focused on public sector transformation, where the challenge is not only delivering technology but ensuring that change is sustainable, proportionate and aligned with public value. Based near Reading, I am open to mid-to-senior opportunities where complex change, governance and practical delivery intersect.
