ABOUT MARTIN SMITH

AVAILABLE APRIL 2025Martin is an experienced project and programme professional with a deep knowledge of industry best practice developed through a 30 year career of infrastructure investment, planning, development, delivery and operations. He draws upon a highly developed blend of technical, financial and commercial knowledge and understanding formed working across client, consultancy, contracting and operator organisations. He is security cleared.He now specialises in the initiation, early stage development and sponsorship of major projects and programmes. He has a proven track record within both public and private sector client organisations successfully making the case for action and investment, often within compressed timescales. He excels in intelligent client roles that demand the management and constructive challenge of multi-disciplinary teams working in complex stakeholder environments.By background, Martin is a chartered engineer and Fellow of the Institution of Civil Engineers. He is a former Director of a US Container leasing business and an Indian Port Company. He developed his financial and commercial acumen with a UK private equity business where he built a $150 million global transport risk capital portfolio. He advised the Department for Transport (DfT) on strategic rail and highway programmes; Heathrow Airport Limited (HAL) on its surface access strategy, programme governance and controls and 3rd Runway Expansion Programme; MTR Elizabeth Line on the delivery of major works at London Liverpool Street Station; the Cabinet Office on the Grant Funding of UK ports tasked with implementing the new port Brexit Border Operating Model; conducted peer reviews of business cases for major rail projects in the UK and Canada; advised DfT on its Acceleration programme; and for SSE Distribution led the delivery and recovery of some of its most challenging and underperforming projects.
