ABOUT MARTIN HOBBS
I am a Chartered Civil Engineer (CEng) and Member of the Institution of Civil Engineers (MICE). I joined the Department of Transport/National Highways in 1990 and have managed major road projects, highway maintenance works and privately financed contracts. For 10 years I led the enhancement of asset resilience of the Strategic Road Network including winter service delivery, emergency planning, national security and crisis management. Throughout that time I represented the UK on winter service on a worldwide stage.More recently I led the development of and fully implemented the future operating strategy for the maintenance, operation and improvement of National Highway\'s network culminating in the Asset Delivery approach. As the Asset Delivery National Rollout Director I was responsible for the consistent and timely delivery across our network. I also led the delivery of the associated six year £3.6 billion Scheme Delivery Framework for delivery of the capital renewals and improvements across Operations. Both these major programmes involved the drafting, promotion and governance of very complex business cases throughout the development stages.Now, as the National Programmes Director in Operations I lead the LED upgrade programme, outstation/depot enhancement together with bringing the DBFO routes back in house. In addition I lead the Intelligent Contracting theme of our transformation programme taking a national view of all contracts across Operations ensuring they are optimised.
