Manages finance and contract administration for the NPS’s commercial services program within Interior Regions 8, 9, 10, and 12 (Pacific West Region), a portfolio of over 60 national park sites serving more than 61 million visitors per year. • Analyzes financial statements and other data to prepare financial proformas, budgeting tools, feasibility studies, market research, and other ad-hoc financial analyses related to a concession contracts, leases, and other legal instruments.• Project manager during all stages of development of new concession contracts and leases from project kick-off through contract award and transition, ensuring projects are completed on time and provide high-quality visitor services at a broad range of national park sites.• Writes reports, contracts, leases, requests for proposals, and other documents ensuring program objectives and legal compliance are met.• Manages relationships between the federal government and private sector entities to ensure contractual obligations and inquiries are met and addressed.• Consults with attorneys and ensures all aspects of the program comply with applicable laws and regulations.• Oversees financial management, capital investment, and other spending of revenue received from commercial operations to ensure sustainable use of funds and achieve park-level and overall NPS objectives.• Provides technical expertise, guidance, mentoring, and training for park staff on all aspects of commercial services, contract management, disputes, and regulatory law and policy.• Negotiates lease terms with NPS partners to ensure best outcomes for the NPS and visitors on reasonable terms.• Evaluates and provides technical expertise on financial feasibility of bids received on concession contracts and leases and aids in recommending award of proposals that serve the best interests of the NPS and visitors to parks.
