ABOUT MARK COUGHLIN
From technical engineer to manager and leader, I constantly seek innovative solutions to challenging problems. I look forward to building on technical, managerial and fiscal education and experience in challenging environments. At WSSC, I work in a group that takes on the unique projects found at a top 10 Water and Sewer Utility. I am a program manger for the privatization of utilities on a military base. I managed a facilitator and an ad-hoc committee of director level stakeholders of our customer counties, evaluating risk and solution perspectives on an aging infrastructure issue. I\'ve managed both facilities and pipeline projects. At Toll Brothers, as a land development manager, I was able to apply cost controls to both the design and construction processes. I developed properties in Montgomery, Howard and Hartford Counties. I developed a mixed use property – Arundel Preserve – in Anne Arundel County. Managing over $90 million in land development. I supported division planning with a 20 year time horizon.
