About Mark Zemelman

With more than 40 years of legal experience, I bring a unique combination of corporate leadership, litigation strategy, and subject matter expertise to my work as a mediator and arbitrator with Signature Resolution.I began my career in San Francisco practicing environmental law at Orrick, Herrington & Sutcliffe and McCutchen, Doyle, Brown & Enersen before joining Kaiser Foundation Health Plan, Inc.(dba Kaiser Permanente) in 1991. Over the next three decades, I held leadership positions across the legal department, creating Kaiser Permanente’s environmental compliance program, managing its business law section, and ultimately serving as Senior Vice President and General Counsel for more than a decade. In that role, I led the nation’s largest nonprofit integrated healthcare system through transformative challenges, including the enactment of the Affordable Care Act, landmark labor disputes, precedent-setting litigation, and complex mergers and acquisitions. I also oversaw the country’s largest private arbitration system, handling matters with stakes in the hundreds of millions of dollars.In addition to my corporate leadership, I have been active in legal education and thought leadership. I have taught healthcare law at UC Berkeley and the University of San Francisco, co-authored Extending Justice: Strategies to Increase Inclusion and Reduce Bias, and published extensively on healthcare law, corporate legal operations, and diversity in the profession.
