Served on successful executive management team for SAWPA, a joint powers authority that includes wholesale and retail water agencies as member districts, that raised the profile of the organization to a nationally recognized leader in integrated regional water management.• As the Planning Department Manager, provided leadership and supervision to planning department staff members and directed consultants in complex water resource project management and planning activities• Author and lead for SAWPA’s Integrated Regional Water Management Plan and subsequent updates successfully leading to $427 million in State funding to SAWPA and the watershed since the Year • Directs, organizes, plans, manages, administers and supervises Department staff and handles personnel matters including, but not limited to, hiring, training, motivating, and evaluating staff.• Applied for and received over $10 million from CA Dept of Water Resources and U.S. Bureau of Reclamation to support regional planning. • Developed and managed several successful water, wastewater, and reclaimed water planning projects involving local, regional, State, and Federal interests• Prepared planning department annual budgets, water budget-based rate structures for retail agencies, and financial plans for water projects• Facilitated and administered multi-agency task forces for water, wastewater management and water quality evaluation including wasteload allocations• Developed effective policies for SAWPA’s policy and procedures manual• Presented oral and written reports to various governing water agency boards regarding regulatory compliance, California water policies, and legal issues• Briefed agencies on planning and implementing requirements of the Sustainable Groundwater Management Act (SGMA).
