Within the Office of the Chief Financial Officer (OCFO), I oversee and manage project budget operations for two complex, multi-million dollar Agency programs within the Aeronautics Research Mission Directorate (ARMD) at multiple NASA Centers (Advanced Air Transport Technology (AATT) and Systems & Technology (S&T)). Responsibilities include: • Oversee and manage budget formulation and execution. Support, review and coordinates budgetary activities including operating plans and projected expenditures, using enterprise resources management software applications and reporting tools• Plan and oversee development of data and analysis for annual and long-ranged budget operations• Perform financial analyses for complex program budgets totaling several millions of dollars. Analyze/identify relationships between anticipated program changes and projected budget forecasting shortfalls; recommends adjustment actions• Prepare budget estimates for salaries, travel services, and purchases. Analyze the distribution of funds and actual financial performance against planned data• Participate in ongoing financial review and analysis activities for an assigned area of an agency program. Develop and monitor expenditure estimates and create commitment, obligation, and cost phasing plans• Research ambiguous and conflicting budgetary policies and regulations and recommend changes to reconcile conflicting budgetary objectives• Record actual program expenditures with multiple fund sources. Monitor, track, and report commitments, obligations, costs, and disbursements. Identify differences in current versus projected spending estimates; recommend adjustments
