Mark provides planning and development advice on a variety of matters and gives expert witness evidence. Marks\' recent project experience has included- Mark advised and managed the submission of a residential application on a greenfield site allocated for housing development. The planning application was refused in April 2010 with the Council stating that a preference should be given to previously developed land and that they considered there was a five year housing land supply. An appeal was submitted in July 2010 and Mark gave evidence at a five day Public Inquiry. Mark successfully argued that given the RSS housing requirements, the Council could not demonstrate a five year housing land supply and that there proposals to formulate a new housing requirement were fundamentally flawed. The appeal was allowed with costs- Mark managed the submission of a planning application for the erection of a motorway service area (MSA) on 18.8ha of land at the junction of the A1 and A61. The application was accommpanied by an Environmental Impact Assessment.The planning application was submitted in May 2010 and called in by the SoS, together with 4 other schemes, for his determination.A Public Inquiry was held between November 2010 and January 2011 in which Mark gave evidence on need and site specific issues. A decision is expected early in 2012- Mark advised and project managed a planning application for 55 family houses and a health centre with ancillary pharmacy together with ancillary open space on a vacant industrial site in north west Leeds. Planning permission was granted.
