Direct management of Pennsylvania\'s System of Care addressing youth and young adults with behavioral health concerns age birth to 21. The System of Care philosophy involves working to bring youth leaders, family leaders, and system leaders together in equal partnership to integrate the child-serving systems so that desired outcomes are achieved cost-effectively through evidence-based practice and natural supports. For this grant, I Administer a SAMHSA System of Care Expansion and Sustainability Cooperative Agreement Grant; Supervise and mentor staff with lived behavioral health experience who work with various government and community partners; Revamp reporting and communication practices to ensure compliance with federal grant requirements; Assist county governments to utilize the system of care values and principles to enhance their programs and services; Facilitate multiple committees, Community of Practice and a grant oversight board; Create and monitor multiple contacts as well as oversee and supervise subcontracted staff; Engage and train community members, county government, and state government on a variety of topics related to System of Care; Evaluate and determine ways to address deficiencies and opportunities for the requirements set forth by the cooperative agreement; Coordinate and collaborate with various SAMHSA grants to increase collaboration and improve efficiency, to reduce duplication of services and reduction waist; Provide Coach Approach to Adaptive Leadership Training to youth, family, and system partners, to improve communication and empower individuals we work with.

ABOUT MARK DURGIN
Mark B. Durgin, Project Director, for the PA Care Partnership, manages the statewide System of Care Grant awarded to the Office of Mental Health and Substance Abuse Services (OMHSAS). Mark holds a B.S. in Criminal Justice from York College of Pennsylvania, with a focus on Parole and Probation. Mark has over 20 years of professional experience in Pennsylvania’s child-serving systems, working with youth and families at a county level. He has held direct care and coordination roles in County Juvenile Probation Services (school-based probation, specialty treatment courts, and residential care) and supervisory positions in the Behavioral HealthChoices Program. While working for the York/Adams HealthChoices Management Unit, Mark began to work within the local System of Care, in York County. During this time, while providing oversite to the Managed Care Organization related to quality and systems improvement, Mark acted as a liaison to enhance coordination between systems, youth, and family-related to mental/behavioral health and substance use. Through this work, an understanding of the challenges and opportunities for collaboration that system partners youth and family experience. Mark has been involved with York County System of Care, Communities That Care, and oversight boards working with Children, Youth, and Families. Mark has presented at a county, state, and national conferences on a variety of topics related to Managed Care, Behavioral Health Access, System of Care, High Fidelity Wraparound. Finally, and Coaching and Leadership. While working with the PA Care Partnership, Mark has worked to improve the communication and collaboration at the state and local level, as well as how various SAMHSA grants work together. Through projects, such as the Statewide Grant Directors Community of Practice. Coaching and leadership development has been a focal point for Mark, and this has resulted in a collaborative effort of system partners and family members being trained in delivering the Coach Approach to Adaptive Leadership around the Commonwealth of Pennsylvania. Mark believes to be truly useful in collaboration we must understand and listen to the viewpoints and beliefs with whom encounter so that we have the opportunity to understand their unique needs and empower individuals to meet their needs.
