ABOUT MARK DONAHUE
With over 22 years as an attorney, including over 17 in federal health law; and over 27 years experience as an Air Force officer in military nuclear and space operations, I am a senior associate attorney at the Defense Health Agency (DHA), where I counsel and guide senior leaders on various aspects of the TRICARE health care program. I am passionate about serving active duty, national guard, reserve, and retired service members and their families to ensure quality and affordable health care access. As lead counsel for all National Guard and Reserve personnel and family member matters, the TRICARE Dental Program, and the active duty Supplemental Health Care Waiver Program, as well as secondary responsibilities in other areas, I advise the DHA on statutory, regulatory, and policy matters. I have a strong background in private sector and federal litigation; federal health, administrative, fiscal, and claims/debt collection law; and private sector and federal medical benefit appeals and hearings. I leverage my skills in military justice, strategic and operational planning, and organizational leadership to deliver effective and efficient outside-the-box legal solutions for the DHA. With admissions before several federal and state courts; and advanced degrees in law, business administration, and national security strategy, I have the breadth and depth of knowledge to significantly contribute to any private or public organization.
