As a Wisconsin and Texas licensed Professional Geologist, he has over 35-years of experience assisting clients resolve their environmental challenges that include environmental due diligence, leaking tanks, chemical contamination associated with soil, sediment, and groundwater, historic fill sites, closed or abandoned landfills, material management plans, brownfield redevelopment, environmental risk management, emerging contaminants, environmental process improvements using LEAN tools, Superfund (CERCLA) and cradle to grave (RCRA) management of hazardous waste streams. His experience also includes work at a number of high-profile environmental investigation and remediation sites that have had significant impacts to their communities. These include his work as a Situation Unit Leader for the EPA Superfund Technical Assessment and Response Team (START) USS Lead CERCLA site in East Chicago, IN, Environmental Unit Leader for the Thomas Fire cleanup in Ventura, CA, and field investigation work at the DePue/New Jersey Zinc/Mobile Chemical Corporation CERCLA site in DePue, IL.Mr. Rutkowski is a member of the American Council of Engineering Companies of Wisconsin, the Commercial Association of Realtors of Wisconsin, and The League of Wisconsin Municipalities. He has served as a chairman to the Wisconsin Department of Natural Resources Remediation & Redevelopment program’s External Advisory Group - subgroup on Funding Sustainability. As chair, he has co-authored an issues paper on funding sustainability as well as a proposal for creating a vapor contamination, mitigation, and stewardship cleanup fund for the State of Wisconsin.
