I am a senior environmental expert with 13+ years of experience in multilateral institutions supporting governments in strengthening their environmental governance and driving regulatory reform, primarily across Latin America and the Caribbean, Africa, and Europe. I specialize in translating complex legal and policy challenges spanning pollution control, natural capital, ocean governance, and blue economy transitions into actionable operations with lasting development impact.At the World Bank Group, I have led and advised on a portfolio of over US$1.75 billion in policy-based lending operations, driving regulatory reforms related to water and marine pollution, forests, biodiversity, waste management, and climate‑related regulatory frameworks, helping turn policy priorities into credible, implementable actions with tangible development outcomes.I work closely with Ministers of Environment and Finance, senior policymakers, and regulatory authorities, building trusted relationships that enable complex reforms to move from design to adoption and implementation. This engagement has contributed to the successful delivery of high‑impact policy operations aligned with national priorities and international commitments. I hold a Law degree and an MA from the Complutense University of Madrid and an LL.M. in Environmental and Climate Law from Georgetown University Law Center.
