POSITIONS HELDCompetition & Market, Procurement Models and Standard Documents, Economic Analysis and Sustainable Development, Research and Development.MAIN TASKS• Support to competitive tendering and contract design on specific matters, amongst which: contract incentives and compensation schemes, performance-based specifications, selection criteria, award criteria, environmental and LCC-based criteria, lots structure, innovation, preventing collusion and corruption;• Design and implementation of innovative and strategic solutions for demand aggregation and centralized (e-)procurement: multi-award Framework Agreements, Electronic Catalogues and Dynamic Purchasing System;• Development and promotion of best practices of strategic and innovative procurement through applied research projects, training activities, publication of guidelines and scientific papers, networking with national and international stakeholders;• Analysis and support to definition of company policies and guidelines on different matters (among which: award criteria, reserve Prices, multi-award framework agreements; preventing collusion; management of abnormally low tenders);• Standardization of procurement documents and processes;• Support to Consip’s contribution in the occasion of public consultations on new laws, regulations and guidelines issued by the Italian Government and Anti-Corruption Authority;• Active participation to national and international working groups, meetings and training events;• Dialogue and cooperation with national and international stakeholders, including the Italian Competition Authority (AGCM), the Italian Anti-Corruption Authority (ANAC), the EU Commission, the World Bank, academic institutions.RESEARCH AND TRAINING• Law and economics of public contracts• Economics of Framework Agreements• Public procurement and innovation and sustainability• Awarding mechanisms and scoring rules• Empirical and statistical analysis of procurement processes
