   Marc’s position was with the Office of Communications, National Oceanic and Atmospheric Administration (NOAA). Marc was a creative and technical writer, producer, director, and editor. He was responsible for the oversight and supervision of outreach projects including video, film, news releases, narrative, documentary, digital, and social media content support. His expertise includes a variety of editing platforms, animation and graphics software, managerial skills, communications expertise, and knowledge of production procurement and practices. This position required awareness and facility with rapidly changing media formats and platforms. Marc basically guided a project from idea to scriptwriting through principal photography, editing and final distribution.Marc wrote and created original scripts, directed, supervised, and often was director of photography on multiple projects. Production would often include in-house narration utilizing professional voice talent, and hands on non-linear editing skills. Marc supervised post production and mixing of final music, animation. He designed and created titles, animation, and graphics utilizing a number of software programs. When necessary, he hired and supervised high end broadcast CG animation and digital model support. Finally, he guided distribution of product to clients who presented the videos in kiosks, museums, and public venues. He then often transcoded studio material to many digital formats for social media, and broadcast outlets.Marc writes treatments, composes storyboards, analyzes and generates budgets, and proposals in support of outreach and in-house projects proposed by NOAA leadership and line offices. Hires and oversees entire production and presentation aspect of these projects.Marc maintains relationships and contacts with contractors and creative services, and monitors quality of final product, and usually transcodes files for release in multiple formats.
