ABOUT DAVID M.

I’m a people, risk, and operations leader with more than 20 years of experience in high-accountability environments, including public safety, human resources, enterprise operations, and security leadership. My career began with service in the U.S. Army, including overseas deployment, and continued with progressive leadership roles at the El Paso County Sheriff’s Office, where I advanced from Deputy to Division Commander.Throughout my career, I’ve led complex organizations and initiatives where decisions carried legal, operational, and reputational risk. I’ve partnered closely with executive leadership, legal counsel, HR teams, and external stakeholders to manage employee relations, workplace investigations, performance management, policy implementation, and compliance, always with a focus on fairness, consistency, and defensible outcomes.In my current role as Administrative Support Division Commander, I oversee enterprise functions including technology services, records, evidence operations, and a regional communications center. I lead large teams, manage multimillion-dollar budgets, and direct major projects such as system implementations, process redesign, and governance modernization. This work requires strong project management discipline, risk assessment, stakeholder alignment, and the ability to lead through change.I also bring extensive experience in safety and security leadership, including physical security strategy, emergency response, investigations, and coordination with law enforcement, regulators, and community partners. These roles strengthened my ability to remain calm under pressure, communicate clearly in sensitive situations, and balance organizational objectives with people-centered leadership.Today, I’m focused on bringing this blended background, HR and employee relations, risk management, program delivery, and security leadership, into environments that value proactive problem-solving, thoughtful leadership, and practical solutions to complex people and operational challenges.
